...Indeed... found on the web: "I've heard of Vince Cutler Rarities. Best I can tell, they were in business in the 1990s to perhaps early 2000s. I've seen maybe a dozen autographs from them over the years, all questionable authenticity".

Seems unlikely. Whoever asked Paul to sign it wouldn't have then put it on the market at some point. Leaving it a case to ferment doesn't make sense.
