Can-con is short form for Canadian Content. It comes from the CRTC (Canadian Radio-Television & Telecommunications Commision). Way back in the - I think - 1970's they realized that if they didn't do something, the Canadian airwaves would be taken over by American programming. They passed a law that all Canadian radio stations had to follow regarding programming a certain percentage of Canadian Content. (Made the Guess Who HUGE. Ha!) This quickly got shortened in the public vernacular as "Can-Con". (ie, "All radio stations must play a minimum of 30% Can-Con to maintain their license".)
