It's a genuine Japanese-made ESP and not one of their Chinese/Korean/Indonesian "LTD" models, so that's probably why it's priced the way it is.
I've seen a few on eBay recently and there was one even for sale on this board not too long ago... so I guess they're not exactly rare right now... but in general, Japanese-made ESP's are not exactly common.

I believe that's just their current MSRP
I wouldn't say rare, but perhaps just not regularly brought in by most ESP dealers, they usually have to be special ordered.
