That's for the "tilt" adjustment featured on those 3 bolt necks.
One holds the screw and the other supports the tip of the screw, the tighter the screw the bigger is the shim effect :)
On the body disc you'll see the small space where the screw sits while the center one is used for the screw that holds the body and neck together. At least I think so!
