They are very strict and include any guitar/bass, even if it is used and a private sale. If you attempt to import/export any bass with one of the 500+ listed rosewood species without a certificate it will likely be held at the border and possibly seized permanently. Getting the certificate looks like an arduous and lengthy process as well. Warmoth and USA Customs have ceased all international sales of rosewood fingerboards as well as other makers. Hopefully this will allwork itself out in a few months but for the time being.... be careful. Maybe someone else knows more than me. But based on the little bit of research I've done, that's my take.
On a brighter note, this might mean that Fender starts making some lefty maple board necks again.......
